Environmental & Social Safeguards
Comprehensive framework for sustainable development and risk management
Introduction
The Environmental and Social (E&S) Safeguards are a core requirement for all World Bank-funded projects, designed to ensure that development initiatives are implemented in an environmentally sustainable and socially responsible manner. These safeguards provide a framework for identifying, assessing, and managing potential environmental and social risks and impacts throughout the project lifecycle.
E&S Safeguards is an important element of the Somaliland Food Systems Resilience Project (SL-FSRP). Given that the SL-FSRP involves interventions in agriculture, livestock production, environmental management, and rural infrastructure, the E&S safeguards provide a structured framework for identifying, assessing, and managing environmental and social risks throughout the project's implementation. This approach ensures that development gains are achieved sustainably while preserving ecosystems and promoting equitable benefits for all stakeholders.
Main Objectives
The main objectives of the Environmental and Social Safeguards are to:
Environmental Sustainability
Ensure that the project is environmentally and socially sound and sustainable
Protection
Protect communities, ecosystems, and cultural heritage from adverse effects of development activities
Risk Management
Reduce and manage adverse impacts and risks associated with the project
Positive Impact
Maximize the positive impacts of the project
Capacity Building
Strengthen the capacity of institutions to manage risks effectively
Stakeholder Engagement
Engage stakeholders and ensure meaningful involvement of APs and other key stakeholders
ESF Instruments & Documents
To ensure total compliance with the E&S standards, the following ESF instruments/documents have been prepared for the SL-FSRP:
Environmental and Social Commitment Plan (ESCP)
sets out material measures and actions that the Recipient shall carry out or cause to be carried out, including, as applicable, the timeframes of the actions and measures, institutional, staffing, training, monitoring, and reporting arrangements, and grievance management.
